Ken Couture is a retired 28 year veteran Police Detective from the Madison WI Police Department.  During his tenure at the Madison PD, Ken received specialized training in, and was responsible for, investigating a wide variety of criminal offenses, including but not limited to Narcotics, Organized Crime, Homicide, Arson, White Collar Crime and Fraud, Financial crimes Against the Elderly, and Public Corruption.

Ken worked in an undercover capacity as a Narcotics Detective during which he participated in local, state and federal investigations. Ken posed as a buyer and seller infiltrating several complex and highly organized drug rings.  Ken successfully investigated several multiple state and continent drug conspiracies resulting in arrests and convictions in State and Federal Courts.

Ken has worked undercover and performed investigations of traditional organized crime activities. Ken has effectively worked a number of Murder for Hire cases and has investigated organized crime related offenses including weapons offenses, theft by fraud, gambling and loan sharking, extortion, and racketeering conspiracies.

Ken also received extensive training in the investigation of White Collar Crime and Fraud and was instrumental in assisting citizen groups in getting the first Identity Theft statute passed in the State of Wisconsin.  As a White Collar crimes detective, Ken investigated numerous multiple state Fraud and Identity Theft rings, Financial Crimes Against the Elderly offenses, and performed investigations of crimes resulting in significant financial loss to individuals, commercial businesses, and governmental agencies.

As a part of Ken's Fraud Investigations, Ken received an Arson Investigators certification and investigated Arson for Profit situations. Ken has also served as the lead investigator in numerous Homicide and Violent Crime investigations resulting in arrest, conviction, and imprisonment of offenders.

The performance of these investigations required Ken to be proficient in the use of court ordered electronics equipment used for wiretapping, trapping and tracing of telephones and surveillance and tracking devices. Additionally, Ken has served on U. S. Secret Service Dignitary Protection Details for three Presidents and Presidential Candidates.

Ken has appeared and testified in court as an expert witness in Narcotics, White Collar Crimes, and Arson offenses.  Ken has written and published training manuals in the area of White Collar Crimes Investigations and has instructed at several Police Academies and has been a keynote speaker at civic forums on this topic.

After retirement, Ken was employed as an Asst. V-President Credit Card Fraud Investigator for Chase Manhattan Bank for approximately four and a half years.  During his employment, Ken was largely responsible for the investigation of Organized Criminal Groups committing Credit Card Fraud and Identity Theft in the Southwest Region. Prior to joining Papago Investigations Ken was employed at Charles Schwab as a Risk Manager in the compliance sector.
